The Texarkana, Arkansas Board of Directors meeting Monday night shifted from routine business to tense debate over grant funding and community representation.

Board members approved several items, including engineering contracts for 2025 street bond repairs on Broadmoor Drive, Lone Oak Avenue, Pinson Drive, and Washington Street.

A proposal to renew the city’s audit contract drew concern over rising costs. Some directors suggested seeking competitive bids or using state auditors, but officials said municipal audits require specialized firms. The measure passed with one dissenting vote.

Tensions grew over a $15,000 tourism grant awarded despite earlier claims that funding was paused, raising concerns about fairness.

The meeting’s most heated moment came during discussion of efforts to bring a grocery store to College Hill. A dispute between a director and the city manager over committee involvement led to a brief call for order.

The board also issued a proclamation recognizing Municipal Clerks Week, honored city employees for years of service, and discussed ongoing infrastructure repairs before moving into executive session.
