The Texarkana Arkansas Board of Directors failed to pass a 90-day moratorium on new shipping container homes Monday night, ending in a 3-3 tie vote.
The special meeting, called by Assistant Mayor Laney Harris, focused on a container home under construction near Ferguson and Fox Streets. Harris raised concerns about a lack of neighborhood notice and the absence of specific city rules on unconventional housing like container homes, barndominiums, and tiny houses.
City Manager Tyler Richards said current building codes already cover safety and structural standards for such homes. The contractor for the project said the homes meet all code requirements and are being built as affordable rentals.
Some board members opposed halting construction mid-project. The failed resolution would have paused new permits until a new ordinance is adopted or for 90 days, whichever came first.
The board plans to revisit the topic at a workshop on May 22, where broader zoning and notification policies may be discussed. Existing container home projects, including the one on Ferguson Street, will continue as planned.
