Police say 48-year-old Ronny Briggs repeatedly struck the woman on her legs with a stick at an apartment complex on College Drive. Officers responding April 14 reported finding bruises and marks consistent with the victim’s account. Investigators say the woman used a fire extinguisher to defend herself. Witnesses also told police Briggs would leave the woman outside in her wheelchair or in a vehicle for long periods.
